Spring is when most stores/mills offer an Early Buy program. My dealer sends on a price sheet every March indicating how much the same ton of pellets will cost. It is cheapest in April and goes up accordingly peaking in December. I got for $189/ton in April and now they are going for $255/ton as of a couple of weeks ago. Of course, he prints an asterisk by the prices and indicates "These prices are based upon the current freight charges being quoted to us by the mill. If the freight prices increase, so will ours"

Spring seems to make the most sense. Just get yourself a good place to store them.
