When I sharpen I do 3 even strokes on each blade. But its an art doing it by hand. When you have a sharp blade that's not cutting than its time to take the rakers down. Not even sharping is your problem.
 
Another way to end up with the chian doing that without hiiting dirt, or rocks, or uneven sharpening is to cut a tree that has a piece of fence in it from years gone by. Sometimes there is no warning if the barbed wire is not hanging out of the tree. Especially tricky when there isn't a fence in the area anymore either.
