Damper on Tribute, double walled pipe

Last night was windy under 25mph and cold about 10 degrees. I loaded my stove with oak and closed the stove damper when the pipe probe read 300-350. The stove temps continued to rise to 510 and the probe eventually read 750. Too hot for my liking.
13' chimney thru roof with a 45 turn, double walled pipe all the way. Stove is only 13 months old so it should be air tight (should).

My questions are:
1. Can I install a 6 inch damper in my 6 inch double walled pipe.
2. Will I be able to control the damper very well thru the double wall vs. single using the spring.
3. I assume I disassemble the pipe drill the holes then put the damper in the pipe and push the rod thru the plate?
4. How far up pipe from the stove is the recommended height.
