Does Mill-pac expire?

The reason I am asking this question is this season I have been trying to use the last of the tube of Mill-pac that I got a year or two ago, I am putting it on the appliance connector to seal the gap I have on my pipe, the darn stuff hardens up and falls off everytime I have tried this year. I don't remember having these issues with it last year. It doesn't have an expire date on it but says it was made in 2008.
