My 4" flex liner goes up through the damper (removed) area of the 8" flue. It is sealed and capped at the top. There was insulation from the dealer stuffed into the gap but I just replaced my pipe to the flex with ICC Pellet vent and didn't stuff any insulation back up around the flex. Should I?

It certainly can't hurt. I would just in-case the cap and seal on top had any leak or if your chimney liner has any cracks or leaks.
If the liner had any leaks you could loose plenty of heat up the chimney and have drafts.
