Given the frequency of rolling blackouts some years, a backup source of power may need to factored in.
 
The carbon emissions per kwh of this charging station probably aren't any different (and could even be less) than that of a coal powered grid. An efficient gas or hybrid powered car could actually by cleaner than a Tesla charged at this station, or one on a coal grid.

IMO this post highlights the issue with EVs, the emissions from electricity are often negated if the emissions can't be seen. I bet this article wouldn't have been written if a diesel generating plant was located 10 miles down the road.
