i think that is the correct term.
the chimney cover/cap that is the top most piece is tilted about 15-25 degrees off center.
i assume this is not a good thing?
probably due to high winds and/or a crappy install?

is this osmething that a installer should be liable ot fix?
i just had my stove installed less than 2 months ago.
i would fix it myself, except i do not have a ladder that will reach the thing, and i refuse to walk on my roof as it is very steep.

Yeah I would call the installer. Even in high winds it should not come off so easy.
 
I would also have him screw it on. I always put screws in my caps as I clean from bottom up and if I am a little to aggressive its easy to knock the cap off. I have a 12/12 pitch metal roof so theres no going up there unless I have to.
