Rangely - smoke seepage from top loading gasket ?

Under many different conditions we get smoke seepage from the top of our stove. It was new in September 2011 , so it does not seem likely that it would be due to the gasket or would it. ?
Our wood is good and dry.
Just wondering if anyone else with a Rangely has this problem.
 
Problem with the draft perhaps . . .
 
We had to put a pipe damper in the stack as we had too much draft. This was verified by a technition . We get this smell of smoke when the pipe damper is part way closed and also full open. It happens when the stove draft is all the way open or in other positions.
 
I would check the flue cap screen and top section of the chimney for build up.
