The Tarm manual says "Set Lo-Limit thermostat at 190 degrees"
Does this mean that the fan should shut off at 190 or go on at 190?

If you have storage,190* is the temp that the fan shuts off.Your probe for the shutdown should be in the smokebox
 
Wouldn't that be the high limit, that shuts the fan off at 190*?
I don't get it.
 
The low limit is measuring smoke box temp.The high temp shut down,as in going into idle,is adjustable and is measuring water temp.
 
When the smoke box cools to 190 as the fire dies it turns the fan off.
 
When you set it make sure that you set it at 90 degrees C (190 F) as the temp adjuster is in Celsius.
