Is it safe to operate a Vermont Castings Resolute Acclaim model 2490 woodstove if parts of the lower chamber refractory package have become dislodged (see photo)?

Needs to be replaced in order to run with the bypass closed. Inspect the rest of the refractory assembly to assess its condition.

Thanks. I guess what I really intended to ask was whether it was still safe to operate WITHOUT closing the damper, or just burning in “open fireplace” mode ?
 
Yes, it should still be safe in that mode.
