Pilot works normally, but flame is very low, hardly burning. The problem is almost always a spider web that clogs the gas orifice. It is a very common problem and an easy fix.
1. Remove screen, then glass by pulling out the four spring latches, two on top and two on bottom.
2. Remove the rocks and fiberglass
3. Take a photo of your logs. Then remove them. The three main logs are held in by two sheet metal screws each.
4. Remove the four screws holding the base and burner in. Two in front and two on the sides. Slide out the burner/base.
5. Where the gas feeds into the burner (left side), remove the two screws and remove the small frame around the gas orifice.
6. Unscrew the brass orifice and clean it. (10mm I think). You can easily see the blockage. Almost always a spider web.
7. Reverse the process and I am 99% certain your flame will be perfect.

Very often that spider web will be in the gas line leading to the burner orifice. Don't forget to run a Q-Tip or pipe cleaner into that area.
