Do you mean from the chimney cap?
 
Sounds like a mix of ice and flue gases. Happens in this kind of weather (snow high winds).
 
Condensation and moisture freezing to slush or icicles. It's pretty normal.
 
Is dark now, pic wont help, yes does look like icicles and is yellow in color, coming from cap, in Massachusettes in blizzard right now.
Keep your eye on it. Should clear up once the weather passes but depending on the style, the cap can get gunked up quick. Stay warm!
