Advice needed re damper handle operation

We bought a house with a 2014 VC Defiant with a catalytic element. Running well. However yesterday the damper handle became loose and will not turn forward. It will turn clockwise until about 2 'o clock and counter clockwise only till about 7 'o clock. Prior to this the damper handle would stiffly more forward to close the damper until about the 3' o clock position. I am not sure if the damper is operating. The stove is cold right now but we need to use it since it is going down to freezing tonight. Should I remove the catalytic element and run it that way till we can figure it out? What should we do?
 
Look for a loose set screw on the damper handle or damper rod.

You solved our problem! We were so worried that something was drastically wrong and would require an invasive (and perhaps) expensive repair. But you diagnosed the problem from afar and now we are good and back in business. THANK YOU 🙏
