That is enough, but is adjustable.

The center bolt the damper spins on is too far threaded into stove. Loosen locking jam nut to spin bolt out. When the damper is closed, bolt head should stick out enough to get a wrench or socket on it. When in too far, damper doesn’t open far. When adjusted too far out, bolt head sticks out when damper is closed.
 
Thanks, but looking at mine it has a center cap on the controls that I was able to pop off with a screwdriver. Under the Cap is a small bolt with a Allen head. I guess that is where the adjustment is? I have an older Grandpa that probably adjusts in the way you described while this newer model is different. This one has the UL tag and arched doors.
