In the pictures one with damper closed and open in the other.

Aren’t the 4 openings supposed to look closed off when in the closed position?

This picture was taken under the stove where the OAK connect too.

I spoke to someone that owns an Englander 17-VL also and he said this air control doesn’t fully close the air intake. So if I am having issue with over firing or if I want to have more control of my stove to install a stove pipe damper instead.

I do have a relatively strong draft
7 ft of stove pipe and around 12 ft of chimney. So a total of 19 ft.

So the four holes in the pic likely are the secondary air, the primary damper is near the front of the stove. The other person’s advice is correct, a damper is the easiest solution. Checking the door gasket in case you have a misaligned door wouldn’t be a bad idea either.
