Base board heat 1 more question

I have the system designed with three heating zones. My question is the first zone is in the basement and the second is the first floor. Should I insulate the pipes for the first floor as they run through the basement?
 
Would not hurt. No sense in putting heat to a zone that isn't needed when it needs to get to another area of the house right?
