I'm thinking of buying an older (18 years, maybe more) Empire propane space heater which would direct vent up a masonry chimney. It would not be a primary heat source- a backup as well as occasional use in a basement. Can the heat loss when stove is not in operation be slowed or stopped, maybe by using a damper system, or whatever else?

It doesn't work that way.
You need to refer to the manual or the rating plate.
B-Vent draws combustion air from within the room
& uses natural draft to vent the exhaust to the outside
Direct Vent draws air from the outside & vents to the outside.
Both may possibly be vented through an existing chimney.
