cold air coming thru insert

I havent been home much the past 2 days so I have not used my insert in over 2 days. However, when I went to fire it up this morning, I noticed cold air coming out of the blower into the den. And then when I opened up the door, I felt alot(like a breeze) of cold air rushing down from the top of the inside of the insert. Is this normal?
 
Sounds like downdraft. Is there a full liner on the stove sealed at the top and at the bottom with a block off plate? Interior or exterior chimney?
