GE had a rotor on display on the plaza where I work a couple of years ago.
It was quite impressively long!
 
Besides wind, a big impediment to wind farms has been the lack of transmission lines and substation capacity infrastructure to take power to the user. These are expensive to build. Looks like ND has or is building extra capacity to handle the wind output. There are new transmission line projects in the works in MN, so I suspect that MN (currently 3rd in wind electric production) also will be a big player in this clean energy.
