I think it goes on the outside of the air inlet using the upper 2 bolts (screws?) and faces downward to act as a rainshield.

correct, it is a rain shield. as for the simpson kit , it looks to be the same thing that we include with our units. if you are buying a new ESW freestanding pellet or multifuel unit , the OAK kit is included with the stove , it will be located in the hopper.
 
...and super easy to install too!!
