Some time in the '70s if I'm not mistaken. Which I could be.
 
I thought it was like 80 or 81 but not sure.
 
was there a phase 1?
 
EPA Phase I regs went into effect July 1, 1988.
 
Eric Ul regulation 1979 Epa passed 1900 but came in effect 1990 however the state of Oregon passed similar regulations in 1986 that were basically adopted / similar to the EPA regs of 1988/ in effect 1990 the epa regs were part of an air quality passage Phase II was around 1992/1993. since then the GPH amounts have been tweaked ever so little Satoe of Oregon again has set the pace reducing GPH 40% of what is now allowed by the EPA. Expect the EPA to follow suit
