External insulation for oval SS liner?

Near the top of my stainless steel liner where it sticks up out of the block chimney is where most of the creosote builds up because that's where it cools down the most. I was wondering if there was something I could put around it to insulate it better?
 
Liner shouldn't be sticking out above the chimney.

I can see why. Any options other than cutting it off? Some still has to stick out to attach the rain flange and the cap.
