Hearth rug

A hearth rug showed up at the house today.

It's label read Federal flammability rating DOC FF-1-70.

Looks like a regular rug shaped like a half circle to me.

Is this appropriate to actually use in front of the stove?

They are fire resistant not fire proof. Small embers won't burn it. But if you knock over an ash pail with red coals that will burn through

Would this be different from any regular rug? In other words, do all carpets have to meet this standard?

I got an ugly fiberglass (I think) hearth rug. It covers the persian rug, which got a burn that we got fixed-not cheap. We put a throw rug on top. If an ember goes through the throw rug, hopefully the fiberglass rug will stop it til it cools enough so it won't burn the rug. Haven't done any testing though.
