Help with Salvo Machinery Citation grate operation

I just picked up a wood/coal combo stove, it has a grate on that bottom that I believe is supposed to move to shake the ashes down into the tray. There is a piece of metal on the right side with a dowel that goes in, I can move it up and down but it doesnt really do anything. If i put some force behind it i can move the grates left and right, but i am not sure if this what it is supposed to do. Any help with this would be appreciate. Cant find a ton of info on this stove

This looks like it is primarily a coal stove with a shaker grate. When they move back and forth the ash drops into the ashpan below while the coal stays above. What does the manual say about the grate operation?
