Mine ended up being caused by the caulking on the underside of the pellet hopper. There was about a 1 inch spot where the caulk separated causing it to suck air making the howling/whistling noise. Once I applied some high temp sealant over the seam the noise went away. Hope this helps someone in the future

Thinking hopper seal at feeder assembly junction. Older stoves use RTV, whereas newer ones have a foam type seal
I would check the hopper lid gasket. Push down on the lid while it's making the noise and see if changes.
