The center grate slider laying on the floor is going in the center of the round grate in the stove. Looks like a coal stove . To get the ash out in the ash pan you pull and push that fork.
You can go to the Coal Pail Forum and there you should get a lot of infos.
 
It's a coal-fired laundry stove. A copper boiler usually sat on top. We have one of those old tubs now used as a kindling holder.
