Is sarking required for dry non windy regions?

Getting timber cladding installed on the front external wall of my house but unsure of whether sarking is required or not.

My contractor says no because we live in a really dry region but I read this installation guide that lists it as a prerequisite.

Do i need another contractor or is he right?

Any feedback is appreciated!
 
To me sarking it is important to do
overkill is better than finding out you need it later
Any thing to stop moisture infiltration is good
weather you live in a dry region or not
