Loose Bolt in center of IS secondary baffle?

So after breaking in the stove and then having a good three day runner on the stove I let it cool today as I saw the center bolt in the secondary baffle was protruding about a 1/4" out from the baffle.

I put on my gloves and tried to hand tighten it but it just spins and moves up and down and doesn't seem to be threaded into anything, but it's still staying put in the baffle.

What's going on here?

How do I tighten this screw?

Can I access it from the cat area of the stove?
