What does it actually do? Does it slow the feed rate? I have been messing around with the different heights but really see almost no difference in the flame height.

Yes, it changes the feed rate of the pellets being fed to the burn-pot. I can notice a difference in mine. Most of the time I run -3 to -4, anything higher seemed to create too high of a flame height.
 
If it's like mine, you need to wait 15 minutes after feed change.
 
Run mine at zero also. On maxxx, the top of the flame reaches the top of the diamond symbol in there.
