Initial cost of the plant would be big but the other part of the equation would be who owns wood rights in the area. The Ontario system is horrible ... the local kraft and paper mill has been down a few years already but every interested buyer has to negotiate wood rights with Resolute as they are the "managers" for huge tracts of crown forestry lands. Not sure if it is the same situation there...
