Pilot light not hot enough

I have an older Royal LP gas fireplace, 42000 BTU, it is a millevolt system, I just replaced the gas valve with a new Robert shaw 710 series, I changed the regulator to an LP conversion as required. I have replaced the thermo-pile as well. When I light the pilot light, it does not burn that high, I have tried adjusting and do not get any change, I have the same fireplace in another room and the pilot light is much higher. The fireplace valve will not burn hot enough to let the thermopile send the correct reading to the gas valve and burner will not light. Any thoughts.
 
Did you change the pilot orifice?
Do you know what gas pressure is at
(& through) the gas valve?
What is the mV reading of the thermopile?
