Does it matter if the roof supports for chimney pipe are on the upside of the roof, or the downside? The snowload in NJ is not a factor.
Also... I've read that the angle for the supports should be 60º. Is that correct?

The flatter the roof the less it would matter if they are uphill or down. The proper way is on the uphill side. The braces will be shorter, thus giving more support. On the downhill side they would offer little support against a real snow load.
 
The legs should be 60º apart from each other. The angle of the braces shouldn't be more than 45º from horizontal when fastened to the roof uphill from the chimney.
