Question on flap behind catalyst

Took my cat out today to clean it and re gasket. First time I have done this this winter, I had a question as to what the flap behind the cat probe is?

I presume to make it read the cat temp better; it'll get hot from the radiation of the cat, and the probe then sits in a more flat temperature gradient, leading to a more correct reading.

And maybe it's useful for directing some exhaust flow too, leading to more heat transfer than the top of the stove rather than having the gases.exit straight to the flue from the back of the cat.
