Ravelli RV80 - exchanger tube scraper doesn't pull all the way out

On the Ravelli, there's a bar that gets pulled out that scrapes the heat exchanger tubes, but mine only pulls out half way now. I can feel build-up on the tubes, but cannot get to the tubes fully to clean/scrape them to free up the scraper.

Any thoughts or tools to use to get this done?

Enviro has the same type of scraper
Mine gets stuck every so often when I
forget to use it on my weekly cleaning.
The easiest way I have found to get it
to move is just keep working it back and
forth until it eventually goes all the way.
It takes time and can be infuriating but
it does work over time
