Reverse draft question

Hello all i have a little avalon insert in the basement of my trilevel house. The flue is around 24 feet long. I only burn on the weekends mostly good dry ash or soft maple. Every so often I have to use a hand held torch to help reverse the draft but this morning I tried and not matter what I tried I couldn't get it to pull a draft. I didn't lite the fire yet so I didn't smoke out the house. But what could the issue be. Thank you
 
More info is needed here. Stovepipe configuration to chimney, type of chimney, and location of chimney if a masonry.
Height of chimney from roof line too.
 
Basements are often negative pressure zones. If an upstairs window was open or leaky, or an exhaust fan was running (clothes dryer, kitchen or bath fan), then negative pressure may be the issue.
