Why are pellets shiny on the outside?
 
They are effectively polished being squeezed thru the extrusion die.
 
It's the lignin in the wood that surfaces due to the heat of processing the wood into pellets. It is smoothed and polished as it goes through the holes in the dies.
 
It is for the bling factor.==c Shiny is better. The guys above explained it well. I guess some brands depending on the wood composition used could be more shiny than others.

The heat from the compression exudes the lignin and it cools and hardens on the outside, causing the shine. Just toured the NEWP's plant in Jaffrey, NH and saw the process up close. Learned a lot about the pellet-making process.
