This site's a bit dated, but informative. It's about the woodstove changeout program in Libby, Mont. and how it has dramatically improved the air quality in this city. The bowl shaped geography of the area surrounding Libby traps air pollutants like smoke. As the area grew, they were literally smoking themselves out every winter. It had turned into a serious health issue. By teaming up local govt with state and federal assistance they managed to turn this problem around in a short period of time. The difference is a dramatic improvement in air quality and folks are burning less fuel. There's also a video that summarizes the program.
