According to all the pictures that Harman has on there website it shows it loaded to the brim.
I load mine to the gills, though the stuff above the fire brick I try to keep a little shorter so that the ends are not touching the stove. I think the main reason why you can stuff it so full is that it burns from the bottom up instead of from top down. Thus the main heat is on the bottom protected by the fire brick.
