For what I take out of the commission meeting when they approved the interconnection policy changes the utility may ask the PUC in MN to change to value of solar instead of net metering...I wonder if I will be the only guy on that in MN when all is done?

If you read into it you find that roof top owners give all the SRECs owner ship produced to the utility. The utility installs two meters, one for power going out and one for power coming in. You will be billed at two different rates...one the value of you solar going into the grid and the other is the rate the utility charges for power. Is the value of solar always going to be more than your billed rate?
Guess you calculates the rates every year...yes, every year a new rate will be calculated. Any credits for overproduction will also be zeroed out yearly. For rooftop owners this can't be good.

Plus when a market for selling/trading the SRECs forms in MN, they will make more money off your solar panels by selling SRECs you made. In the whole renewable economy the SRECs could be very valuable or it may not be...but why would the utility want "ownership" over them? They did not produce them...Why give them up, if some of our choice to install solar was to reduce our carbon?

How does this benefit solar farms? Community Solar Gardens?

I don't like it...simple bidirectional meter sounds ALOT simpler. With new web based monitoring reporting your SRECs would be simple.

Mass. apparently let's the solar owner keep the SRECs.

Variable rate does not seem to be to the benefit of the home owner over time ... how does one finance and calculate ROI? Far more of a gamble when you have very little control. I would imagine overproduction is paid out at a value not just lost...
