Looks like an old heater from the 1920s, probably a coal burner. The Moore Brothers Co. was out of Joliet, Illinois.

Yes, it is a coal burner, I'm uncertain if it has a shaker inside. It has one side proped on a block as one leg came off, however is inside the bottom insert, which I imagine is a shaker.

Is it worth refurbishing?

Some of these stoves have a simple grate/basket, no shaker. They often were used to burn bituminous coal. A restored price is hard to tell. It might only sell for $350 but could go for twice that amount to an art deco stove collector if fully restored.
