I'm getting a ss liner for my chimney. From the top of my stove up thru chimney to the top it's 21 feet. I've looked at the liners and I see they come in 5 ft sections so 20 or 25 feet, and it's about $75 more for the 5 ft section.is it ok to run single wall stove pipe up for that one ft section and then hook to ss liner?
 
An inch short might as well be a mile. I would order the next length up to minimize joints, especially through the damper area if that is tight.
 
If the liner is supported from above and the stove pipe is visible then you will be fine. As long as this piece of black pipe is in the room and not protruding above your block off plate. Everything needs to be SS once its goes outa sight.
I would leave room for a small telescoping slip section of stove pipe below the block off plate. You will need access to that flue collar to clean it occasionally. Too often people trap their stoves under the pipe, so it can't be cleaned without sliding the stove out or lifting the whole liner.
Have you considered using a flex liner?
