In another thread someone mentioned a possible code violation because a wood stove was near a window. The wood stove in my sister's house is right next to a window, as shown in this picture. Is that a problem? If so, why?

It depends a lot on the stove and pipe used. But it's not a violation as long as code or stove manual's clearances to combustibles are honored.
 
If the stove CTC is less then the distance to the trim and wood frame then its ok, if not then no
 
mine is under 2 windows one on ether side. but are fully to code at 16 inches away.
