I'm going to install my own stove and will need to pass inspection to get a permit. The catch 22 seems to be that I need to comply to a certain set of requirements - requirements that I am unable to find documentation anywhere on. The city and state have given me nothing but the run-around on this. Has anyone in Oregon installed a stove and know where I can get a document that details the related code requirements?

To a certain extent local rules are going to depend on where in the state you live. If within the city limits then they would probably be the inspecting authority. If in a small town or rural then it may be the county or the local fire marshall that does the inspection.
Your best bet is to go to the local inspecting authority and get directions from them. My guess is that you will need to pull a mechanical permit unless perhaps you are in a rural area.

CHIMNEY/FIREPLACE
56. The owner/general contractor shall coordinate a pre-construction planning meeting with the mason and building inspector for the construction of new masonry fireplaces - see attached details and code references.
57. R1001.8, 1001.9 & 1005.1.1 Existing masonry fireplaces fitted with a listed/approved fuel-burning insert shall have the masonry chimney relined with materials compatible with the type of fuel utilized per manufacturers instructions.
58. R1002, 1004 Wood stoves and factory built chimneys and fireplaces shall be listed/approved and installed per manufactures instructions. Installation instructions shall be on job site.
59. R1006 Provide sufficient exterior air supply to ensure proper fuel combustion

I had to get mine inspected so I could get the air quality variance. I went to the county office and paid the ~$100 for a permit, then waited a few days for the inspector to show up. He just went through the stove manual to make sure all the clearances were met. Easy-peasy.
