Chimney elbow coming through foundation wall

I have an interesting problem. Prevoius owner installed 2 15* elbows off the tee coming throught the foundation wall. I Called Selkirk and they said it wasn't allowed. One installer agreed another said it should work. Any thoughts.
 
What type of pipe? Single wall, double wall? What are the nearest combustibles?
