Fireplace help!

Just purchase this home with this unique Stone / Metal backing with a vent. I am not sure why they cut an opening in the metal sheet. Started a fire for the first time and smoke was coming from the vents. I would like to know if I have to wield a new sheet of steel to cover the opening. photos are front and back vents.

There may have been an insert in there and they needed a bit more room to fit it?

I'm surprised the house sold with this condition. At the least, there should have been a big sign on the back saying this fireplace can not be used. Was the damper cut or removed too?

The fireplace may be usable with a cover plate welded back in place, but first have a qualified professional sweep inspect it for other issues.
