Yep... Works on something up to about 18" in diameter. Instructions show how and what to cut to make it fit your application.

No idea. I'm assuming it would. I bought it specifically so I don't have to get up on top of my very tall and steep roof (or pay someone to do it) and be able to do a bottom up cleaning.

Soot eater's claim to fame is bottom up cleaning, can it do top down, Yes, but you would be better served buying a poly brush and fiberglass rods if doing top down.
