If I build the chase on the side of the house with metal studs and hard board, can I reduce clearances and make the chase smaller?
 
Maybe another way to ask the question is, If build a wall with metal studs and drywall is that considered "combustible" or not?

Drywall is combustible so that wall would be combustible

Cement board is not combustible and could be substituted.
