New Brick hearth question

I am planning on making a hearth for a wood stove in my basement and was going to use brick. I plan on framing the edge of the hearth with a soldier course and infilling the area with bricks laid flat. Since the soldier framing is 8" high(nominal) and the infill bricks are anywhere from 2 1/4" to 4" depending on the brick I buy what do I fill the area below the infill bricks with?

Could use 4" concrete blocks. Or pour a slab of cement to the height you need.
