    How does one go about attaching a picture or document to a post?

    Right above the Submit Post button, there is a box for attachments. Use the Browse button to find your file.

    You can add pics to existing threads by going into Edit mode and using the Browse window to select your pics. If they're too big, you get an error message. When posting more than one pic, hit the "Preview" button between pic selections to bring back the Browse window for another selection.
