OK first of all I have bought 4" piping at the advice of this forum. I'm wondering if a cleanout tee- 3 ft rise- 90 degree elbow - 1 ft horizontal -90 degree elbow and 3 ft rise would be too many turns using a 4"? Trying to avoid and outside Obstruction!

The EVL for that set-up is 19....with 4" pipe, you should be OK.

EVL = Equivalent Vent Length

Every piece of pipe has a rating:
1 Ft. horizontal = 1
1 Ft. Vertical = .5
45 degree bend = 2.5
90 degree = 5

On 3" pipe, anything that adds up to more than 15 EVL needs to be increased to 4" pipe, up to a max of about 33.

So I ran 3":
1-45 degree = 2.5
1-90 degree tee = 5
1 ft. horizontal - 1
12'-6" vertical = 6.25 Totals: = 14.75

I should change to 4"?????

You are just below the switch to 4" point and should be alright.
